Olaha Manh Duc and Williams Minh Hoang Naturalized: Citizenship Is Not a Squad Place

A man just granted citizenship, confirming on his own that he is not in the national team's plans. That is the anchor I hold throughout this piece.

Two legal layers collapsed into one

To read this event correctly, the two layers currently blended together in almost every headline must be separated.

The first layer is citizenship, governed by the Law on Vietnamese Nationality. This layer is complete. The President's Decisions have a number, a date, and a cited article. No dispute has been raised. Procedurally, the file is clean.

The second layer is international eligibility, governed by the FIFA Regulations Governing the Application of the Statutes, Articles 5 through 8. This layer determines whether a player may represent a national team, based on residency duration or descent. Citizenship does not automatically unlock this layer.

The original report confirms the first layer and stays silent on the second. To me, that silence is data. The whistle that stays silent at 23:47 is a verdict — and in a naturalization file, the gap on FIFA eligibility is also an unpronounced verdict.

What the club actually receives

In the V.League system, a foreign-player registration slot is a limited asset. Players holding Vietnamese citizenship are typically classified as domestic. The club loses nothing but gains an extra socket.
